Spanish lawyers not fulfilling their duty

We purchased a new build property through a promotor 4 years ago and signed with lawyers assistance and promises that any snaggings would be dealt with afterwards. The solicitor in question did not tell us that there were licences missing for the swimming pool and use of the downstairs rooms and a building housing the central heating was illegal. The solicitors have been dealing with the situation for the last 2 years regarding the missing documents - however we have now received a second council letter with fines amounting to 30,000 euros and a demolition order for the pool and the outhouse. We do not know what to do as our solicitor has stated via email that any penalties etc will be sorted by them and any paperwork will be provided by them etc etc. We have been promised by the solicitors every month that the solution is in hand and not to worry! The empty promises have been made every month for 4 years. What do we do! Any advice please.

Originally the promotor wanted to have dealings with the lawyer but during the purchasing proceedure things became apparent that the promotor was going to be a problem so the lawyer took our side against him in many ways ensuring for example that the title of the land became ours before the house was completed in case their was a problem which of course there was. So although the lawyer was recommended by the promotor he withdrew his support before we completed
