Really dont see a reduction in IBI as a result of falling property values.
UK Council Tax hasn't been reduced as a result of similar falling property values (as I recall its been rising at well above the rate of inflation, roughly 10% per annum, since it was introduced).
Given that IBI represents much better value for money than Council Tax, and that councils have to meet ever increasing costs, I really cannot see how a decrease could be on the way. If you want to make a protest about unfair charges how about making a protest about UK Council Tax?
When I left the UK in 2006 my C / Tax was £1100 pa this year it is £1750pa. Contrast that with our IBI which costs us just 150€ per year, I think I know which one I prefer...
