closing childrens bank accounts

My family and I have returned to live in England, after spending 10 years in Spain.
We have no plans to return and so want to close our children accounts but have been told we aren't able to do this unless we get NIE numbers for the children. Surely this can't be correct, I can't imagine the authorities would give NIE numbers to children under 10 who aren't residents in Spain?
Please help
