I know that you cannot turn the water off, as that is illegal.
However I have heard of owners turning the water down to a trickle so that they have water and therefore cannot take action against the the owner, but the pressure is so low its not practicle to stay in the place.
You do need a locked water cabinet for the stop tap.

Yes, the only way here is send Mr Tyson round. Lets see how nasty and arrogant he his with him. When your dealing with scum, treat them for what they are. This guys having a laugh.
