Well I don't know who dreamt up this patronising drivel but it is an absolutely awful toe curling  public information video, nearly as bad as this one, https://www.youtube.com/watch?v=vqluCgwxCjc

After watching the EHIC link posted below I noticed a similar video created by private company which points to one of those exploitative "added value" sites where the uninformed are invited to pay an application fee for the card.

It beats me why all these sites have not been closed down.  Thousands of people are being ripped off whilst the government seems to be either idle or ineffective on this exploit.
