I think that it means, is there a cap on the number of properties that a none Spanish resident can own in Spain?
Or maybe not.

Eric, if you are asking whether there are restrictions on how many properties in Spain a foreigner is allowed to buy/own - the answer is that you can buy as many as you want. The Spanish government will encourage you to buy as many as possible as they want your cash.
