certificate of antiquity

Our house was completed in 2006 and we do not owe any money and have the escritura.
The LOFO was to follow but the builder went into liquidation and therefore we have not received it. We have now been told that we need a certificate of Antiquity to get this. Is this correct? and if so how to go about it?
The original architect wont speak to anyone or sign anything off as he is owed money from the builder. We have received legal advice but would like to hear further comments from anyone in the know please.
Is our house old enough? Some say 4 years some say 10 years.

In a similar situation, the builder had failed to pay the architect so we had not got his certificate, our community got a letter from the mayor that the properties were 'old' about 5 years in fact. We needed that to get individual water contracts.
