The Citizens Advice Bureau reckons this will not apply to EU citizens, just the illegal ones from outside the EU who have no access at all. EU citizens have the EHIC to fall back on plus residency and padron.
As you say, interesting to see how it will be interpreted.

I would imagine there will be a lot of confusion and anger if they give SIP cards to any non EU immigrants who have no health cover and no work etc and they do not give it to a EU citizen who does not qualify under S1, unemployed and a resident - remember EHIC only covers basics and not specialist treatment etc that a full SIP card covers
we can only watch and see how it develops
