Agents fees on a rental

A friend of mine is looking at a long term rental on Roda Golf and the agent wants the months a rental price to change the utils into my friends name, is this the normal price for a set up of a rent.

For a long term rental about right but we always used to charge the owners as the commssion, not the renters
