Conrad, it is possible that this rule was written in the
estatutos (statutes) of the community when it was formed (although I think it's unlikely), in which case no vote was needed. Try to obtain a copy, maybe the administrator has them. Otherwise, it may have been voted on at a previous meeting. The president, or whoever posted the rules, should be able to justify them, i.e. point to when they were agreed upon by the community, as evidenced by minutes of a previous meeting. If the rules were never approved by a majority vote, I don't think they are valid, but Maria will be able to confirm (or not).
