The official word on the Padron from Altea.
Received some more information via email
Padron
The edict from the National Office of Statistics has been rescinded. This
edict which was sent to all town halls in December 2007, stated that EU
citizens had to present a current Residents Certificate, before they were
able to sign onto the Padron (Town Census) in Altea, (something anyone who
lives for more then 3 months of the year is required to do by law)
This requirement is now no longer necessary.
A motion was sent by Carolina Punset to the NIE objecting to this
requirement, but before they replied, central government in Madrid wrote to
say the certificate is not required for EU citizens when they wish to be
added to the town census (Padron).
