¡A buenas horas, mangas verdes! = To good hours, green sleeves!
This saying refers to every remedy (solution) that arrives out of time and, then, it is useless. Its origin is in the period of the Santa Hermandad, which had a squad (team) who werw dressed with gree clothes --similar than the jacket in the picture--; they were famous people, because they always arrive late, bad and never to the places with conflict, where they had to go.Therefore people started to say this saying.
