We have just returned from a brief visit & we saw a similar thing. A lady with a little dog (possibly terrier type mongrel) walked into our Jardin (11) let her dog do its business & carried on walking. Hubby, was none too impressed so followed her back to her Jardin (13) & took a note of her appt No. She did look Spanish hence Hubby didn't wish to confront her fully as his/our conversational Spanish is pretty limited.
However, hubby did go to the portacabins & spoke to the man who is representing the management company (more on other threads about them), but they are the same ones that have produced the leaflet you mention. Anyway, he said that he is taking these complaints very seriously, also the gardeners have made many complaints about the mess that has been left in the various Jardins by these careless owners. Hubby did mention that in the UK it is a offence to let your dog foul in public & not pick it up & they responded by saying it is in Spain too, so I'm guessing that some residents are just taking advantage of the limited occupancy of the Jardins. I'm hoping that in the Summer when there's a lot more people around, we should see a drop in these occurances, which will prove the theory of them taking advantage of not getting caught......
Anyway, this is a bit of a long-winded way of saying, if we see it happening, whether we confront the dog owner or not, then we must mention it to the management company for them to approach the owner/resident & maybe we could suggest, as you say, that they do a proper door to door leafet drop to ensure that all residents have received the information.
In answer to question about the urine damaging the trees...... Having been an owner of 2 dogs, male & female, my experience is that its mainly female dogs urine that is damaging to grass etc. That said if a dog urinates in the same place constantly (which they tend to do, being creatures of habit), then you will probably see some damage occur, perhaps not to the tree itself, but definately the surrounding grassed area....
