Very interesting question, we, too, have bought a 2nd floor apartment.
As I understand it, Porto Fino will start with shops and garage underneath the communal areas, including swimming pools, then there is a sort of raised area before the apartments start. They do have a ground floor, planta baja, then 1st, 2nd and 3rd. This, as I understand it, means that the 2nd floor is going to be 5 floors up from street level so we should get pretty good views.
The architect for this has been really clever it seems, by complying with the requirement not to go above 3 floors , except when building over a commercial area.
If others have different ideas it would be interesting to hear them.
