Sorry Yeomans, you aren't quiet right.
You need a certificate if :-
1) you are selling
2) you rent for more than 16 weeks per year
However, regarding 2) though, the law states that even if you rent for LESS than 16 week per year then the energy consumption for your renteres has to be less than 25% of your total annual electrical consumption.
So if you rent in Summer when your renters will turn on the air con then you will almost certainly need a certificate. I found the followimg on one web site

Yes, as long as the period is at least 4 months out of a 12 month period or the energy consumption is at least 25% of the overall yearly consumption. If it is below this 25%, it is not required. Rented properties during the summer months usually consume much more energy than the remaining months of the year ( especially if the rest of the year the property is empty or barely used ), this is the case for the vast majority of holiday lets in Spain
How this will be policed though heaven knows.
The only quote I have received to get a certificate was crazy. €250 . . .
So inspectahomespain please give me the link on Groupon where I can get one for €89, as I can't find it!
