This information has been confirmed by an agent selling the properties in San Juan, although it is common knowledge within the estate agents community (I am not an estate agent!!) but just speaking to some of agents here they are all saying the same.
I wouldn't worry too much about this as this is the way the Almeria Junta are now doing things, it mean's that no resorts get all the planning permissions in one go, the builders have to start building phases 1-3 and then the Pulpi council go to inspect to ensure the builders have built to spec, then they will be allowed further phases to be approved.
