I don't think there is a bye-law to cover this (excuse the pun).
And not even sure if it is against the law in Spain to do this on what is probably classed as private property.
What floor are you and he on? If he's doing it from a garden apartment then I would be tempted to contact security and get them to have a word with him as he will potentially upset lots more people.
If he's in a 1st floor apartment then I'd probably just ignore it.
But I assume your daughter and granddaughter find it embarrasing. So like you I'd be tempted to ask him politely just to cover up. But either a) he might not understand English or b) he may get nasty with you. You need to be prepared for this and decide what to do if he does as it could get extremly unpleasant.
If you are sure he is renting from Roda (do you mean Calidona Rentals as Roda don't actually rent out) then you can report it to Calidona Rentals (in the thatched building at the main entrance) and ask them to have a word with him - but I'm not sue they will do anything.
