This is an email I have sent re the budget and some questions, some bits have been deleted for anonymity purposes

Dear Sirs,
As an owner of the apartment, Block ***** in the above community, I have received notification of the proposed expenditure for 2007 - 2008 and of course notice of the General Extraordinary meeting for the property owners on the 31st July. Firstly I must tender my apologies as I am unable to attend this meeting on this date due to other commitments and due to insufficient notice i.e. 2 weeks notice from receipt of your letter, may I suggest that a motion is proposed in the meeting that at least 6 weeks notice be given for future important meetings of this nature. Furthermore due to lack of contact as yet with other residents I do not know anyone who is actually attending the meeting so far.
I have several questions which I would like you to answer:
1. How many owners have to be there in order to satisfy legal requirements i.e. a quorum, before a decision can be made?
2. I assume that you are both temporary officers until being made official by consensus or someone else wants to do the job, is this correct?
3. Where are the figures derived from and have we had tenders submitted for the various key elements?
4. What is the actual proportion applicable to my property since the apartments vary in size and cost, how is this calculated? I have not got the title deeds to hand, having signed by POA, they are still with my agent.
5. What are sundries and Extraordinary Expenses to the value of 9.000,00 Euros.
6. What is covered by the 'Cleaning Service' exactly?
7. Will we have our own dedicated security service and office manned 24/7? i.e. not shared with the other 'sites'
