By now everyone who has bought an apartment should have received the proposed budget for 2007 - 2008.

I cannot make the meeting on the 31st July but it would be useful if anyone has any comments or concerns if they could post them in this thread, someone may take it on themselve to make the meeting and make your comments felt, Voting by proxy is only useful if you know someone who is attending and can speak on your behalf.

I have some concerns myself re costs on security, lift maintenance and cleaning, 'sundries' and 'extraordinary expenses' ........what?

How do these costs compare with 'La Entrada'

eg. Is security going to be a 'shared resource'? This should make it cheaper - strange it works out at exactly the same price (based on 198 aptmnts)  83,160/198/12 = 35 Euros per month (the same as 'La Entrada')

If You wish to view the 'budget' I uploaded a scan onto the 'construction photos' area, sorry about the duplicate copies, kept getting what appeared to be an error but files were uploaded anyway!  Check out 16th July for best resolution, however 'cause of the way the files are compressed the figures are difficult to read, PM me if you want to receive a decent pic.

This is an email I have sent re the budget and some questions, some bits have been deleted for anonymity purposes

Dear Sirs,

 

As an owner of the apartment, Block ***** in the above community, I have received notification of the proposed expenditure for 2007 - 2008 and of course notice of the General Extraordinary meeting for the property owners on the 31st July. Firstly I must tender my apologies as I am unable to attend this meeting on this date due to other commitments and due to insufficient notice i.e. 2 weeks notice from receipt of your letter, may I suggest that a motion is proposed in the meeting that at least 6 weeks notice be given for future important meetings of this nature. Furthermore due to lack of contact as yet with other residents I do not know anyone who is actually attending the meeting so far.

 

I have several questions which I would like you to answer:

1.      How many owners have to be there in order to satisfy legal requirements i.e. a quorum, before a decision can be made?

2.      I assume that you are both temporary officers until being made official by consensus or someone else wants to do the job, is this correct?

3.      Where are the figures derived from and have we had tenders submitted for the various key elements?

4.      What is the actual proportion applicable to my property since the apartments vary in size and cost, how is this calculated? I have not got the title deeds to hand, having signed by POA, they are still with my agent.

5.      What are sundries and Extraordinary Expenses to the value of 9.000,00 Euros.

6.      What is covered by the 'Cleaning Service' exactly?

7.      Will we have our own dedicated security service and office manned 24/7? i.e. not shared with the other 'sites'

I welcome your early response to these questions thank you.

Dear Sir,
 
I’m sorry that you can not come to the meeting. It was not possible to send this summons earlier because it depended of the amount of owners which signed the deeds.
The meeting was planned for September but for reasons of the enormous amount of proprietors which have singed already, it was necessary to get the community running as soon as possible.
I usually give the date of meeting one year in advance, so that there is plenty of time to organize the trip to Spain.
Continuing I will answer you all your questions:
  1. It depends of the decisions which has to be done. In some cases you need the simple majority of neighbours (51%) presented at the meeting, in other cases three fifths of the whole owners or the unanimous majority of proprietors.         To approve the budget it is enough to get a 51 % of those present owners at the meeting.
  2. I am the Administrator until the next AGM where the owners can decide if I shall continue or if they want to change, and owners have to choose a new President in this meeting.
  3. The rules of the Community will be decided by the owners at the meeting.
  4. Your proportion is stipulated in your deed and has got the coefficient of 0,xxx%. - edited out bs - if you want to know how much then ask! 
  5. In a new complex usually there are changes, for example to improve the garden, install things like notice boards, signs, etc. We will need to fix problems (electricity, locksmith jobs, etc) anything what the committe and owners want to get and have for the complex.
  6. The cleaning service covers the cleaning of the blocks, staircases, garages, etc., definitely all communal areas of the complex.
  7. The security service is shared with the other complexes 24/7.

The reply was both swift and basically answered all the questions I asked  --- any comments?
N.B. He seems to have evaded completely my question #3 'Where are the figures derived from and have we had tenders submitted for the various key elements?'
If the security is a shared resource why has the price not come down from that charged on the 'La Entrada' complex, we are getting a watered down service at what would appear to be the same price. Who IS going to the meeting?

Hi Brian,

Thanks for the message.  I have read the report.  I have not really had time to digest it yet though.  Another  9000 euros though, where will it end. We are due to sign next Wednesday our solicitors having POA. 

I think the builders are struggling for money now as the property market has slowed right up.  They said they would re-possess ours and another couples apartment if we did not sign on time.  Spoke to solicitor and bank manager today and they  foresee no problems.
