We got the keys for our apartment last Friday afternoon, Phase 4 block 3. When we got in there, we found there was no running water (except for a puddle which formed by the door when it rained).
I had the same idea as you about turning the mains water on at the isolation valve, but unfortunately so far I have been unable to do so. The cupboard with the valves, which in Phase 4 is located just outside the portal doors, is locked and there is no conserje (or cleaning either!) for this Phase as yet. In fact, there is nobody at all around there, except us! There hasn't even been the usual Security man parked up the road for the past couple of days. Everything on Phase 4 is still very 'low tech', with no lifts, and only a piece of string to hold the garage doors closed (manually operated, of course!).
We reported the lack of water to the technical section during their narrow 'window' of availability at the office on Monday, along with some missing keys. Estefan rang me back on Tuesday and agreed a time to come and sort out the water. He failed to turn up at the agreed time (why does that not surprise me?) and has not been answering my calls or those of our lawyers on his mobile phone since that time.
With the Semama Santa holidays running from Wednesday pm until next Monday, it looks like we'll have to make do without water (and some keys) just a bit longer.
Still, at least the weather is good, not like the snow our son reported to us from the UK today.
