buyer or seller to pay yearly IBI?

Hi,
If someone sells their property in the middle of the year, is it normal for the buyer to pay for the IBI (yearly amount) at the end of the year even though they on moved in half way through?

Whoever owns the property on January 1st is liable for the IBI for that year. Problem being, most town halls do not issue the bill until the later part of of the year, so if you buy a property half way through the year and the IBI has not yet been paid (because bill has not been issued) there's every chance the seller won't pay it.
