Sevillana deal with cabling - ie running cables from transformer to meter box.
Endesa are responsible for connecting property to grid -ie by installing meter and connector/fuse. But they need a boletin and need to be satisfied the connection is correct. If they decide the sevillana cables are inadequate then they will not connect you and then you are back to dealing with Sevillana.
Sevillana can be a nightmare and make you pay for all kinds such a pylons, overhead cables etc and futhermore you will need to obtain the permission to erect pylons and pay off local land owners (EUR1500 a pylon!)
In a bad case scenario it could take you 1 year to get connected!
What type of house (ie campo) are you talking about and is it a single or three phase installation?
Sometimes on 3 phase Senillana insist you run new 50mm cable back to transform (you have to use their authroised sub-contractors) - expensive!
