'I got the impression she was UK Government Staff. Not call centre.'
DWP call centres although they prefer to refer to them a contact centres are government staff, I think they once opened one with contract staff  for some crisis can't remember what but it was a one off. However I did read that G4S are hoping to run some of them in the future, with their track record that sounds like a good idea.
Be interesting to see how long it takes to get a response. 
 
I have had several telephone  conversations with two managers, they called me back each time,  and we have also exchanged emails, so as I said, I think they are Civil Servants not call centre staff.
 
Sorry you cannot download the form.    DWP did send me the form but I searched using the reference number on the form and found it on the internet at the address I showed.  Before posting it, I searched on that info and got the PDF which I could download. I just tried it again and was again able to download the form.
 
If you require a copy and cannot download it, if you send me your email in a private message I will send it as an attachment.

OK your link has now worked and it is in fact a link to the WFP3 form which is on the website and be accessed on-line (links already posted) and it is for claiming for the current WFA year 2012/2013, there is no WFP2 which is why I have been searching for it in vain.(My earlier post should have read WFP3 for 2012/13 and not WFP2 I'm getting all my WFP's in a twist searching for those that don't exist........)

I still don't see where I or anyone else said they wouldn't reply and I've already advised that DWP call centre/contact centre staff are all civil servants employed by DWP so wont mention it again................I'm sure you will let us  know how your backdated claim goes.

Backdated claims for 2000/2001 to 2011/2012

If a claimant requests that a claim be backdated, the normal time bar rule in the WFP Regs will apply1. This requires that a claim must be received by 30 March for the previous winter.

Note: The final date for claiming has been changed to “on or before 31st March”2 with effect from March 2013.

 

 

My letter of claim will be based on the fact that until last year I was classified as not eligible to claim. Thus I did not.

As a result of the court ruling and DWP’s acceptance of it,   I was in fact eligible since I reached the age of 60 and, therefore, my claim should be allowed.

The document I posted the link to also states that if a claim for WFA was made for and disallowed after 21/7/11 then a Decision Maker (DM) should consider reviewing that decision in the light of the EU ruling. However any claims made and disallowed before 21/7/11 should not be reviewed and subsequently allowed by the DM  because

'' specifically excludes error of law found to have been such by a subsequent decision of a court (which includes the CJEU).  In these cases revision on the grounds of official error is not available because the definition of "official error"1''

There are a few things things that should be remembered, firstly if a claim was never made at the right time in the first place it will be disallowed as a 'late claim', if a claim was made at the right time but disallowed prior to 21/7/11 it will be disallowed for the reasons quoted above with no right of appeal and if a claim was made at the right time but disallowed after 21/7/11 a review could be considered and the claim subsequently allowed. The DM will make the final decision on any late claims. There is no specific claim form for backdated claims from 2000. The claim forms  WFP3 for the current year 2012/13 and form WFP1 for claims for 97/98 & 99/2000  are available here

There is no specific claim form for backdated claims from 2000.

 

The claim form WFP2(EEA) 10/12  on page 7 of the 11 shows

Tell us the winter(s )you wish to claim for 

            and  shows the years 2000/1  to    2011/12

Johnzx, did you have any success claiming for back years? I  tried for over a month to find out why this form is not available on-line but no-one could (or would) answer my questions.
