I had the same thing. Went to a garden centre and they recommended Cuspide 48. You mix it with water in a spray bottle at about 10ml per l. The oleanders seemed particularly prone to them and he advised upping it to 25ml per l and it worked a treat. For the rest of the stuff, hibiscus and so on, the 10ml per l was fine. Do them once a fortnight. For some reason, bouganvillea don't get them and didn't need a spray.

If you want something organic then you can buy Neem, which is a natural insecticide. Available in the garden centre just off the CV905 Torrevieja to Ciudad Quesada road, at the roundabout with the Guardamar road CV895.
You can use it on fruit and veg too.

That's the place I got mine from. Very helpful in there. He did say the organic stuff, which I use on the tomatoes and fragile flowers, was not strong enough for the oleanders, though. Mine were absolutely covered and stripping the stalks. Just been there this morning, actually, to get a bignonia jasminoid. €6, 80 for one about 7 ft tall. Plus free advice on best type of compost, fertiliser etc.
