Visa Downloads for visiting Gibraltar

Hi, the advice from Gibraltar was simple. Go online to the British Embassy (Madrid) and download the online visa application for Gibraltar (not the UK). I will be damned if I can find a link.
Why do they make a service, that must be commonly used, so difficult to find and use. Can anyone find a link please. I tried emailing the embassy but they do not reply to emails.
