Anti social behaviour by tenants

What is the best way to deal with anti social behaviour by tenants (English of course).  The owner is absent (whereabouts unknown) & lets the house through his legal representative.  We have asked the tenants to keep the noise down, stop the alchol fuelled rows in the early hours  & not annoy their neighbours, they either say sorry  or you get abuse & nothing changes. The legal representative says he does not want to know.  What can we do?
