FERAL CATS in Mazarron Area...a problem

Can anyone advise on Spains Regional Council ( Mazarron Area ) i.e Mazarron local Council. Do these authorities generally have anyone who deals with FERAL CATS i.e a "pest control officer" who will round up the strays and take them away ?? . Has anyone else had this issue and how did you deal with it as I know its common in Spain .
if not is a paid contractor "CAT-HIT man" service available ??
