Just a thought, but maybe the reason why the neighbours in question aren't doing anything about the barking dogs despite the fact that it annoys them too is because it's not illegal here.
I also suffer from the not so pleasant sound of barking dogs ringing in my ears twenty four hours a day, and I have to sleep with earplugs in because they're at it all night too but according to my Spanish partner, the law is complicated regarding noise. During night time hours, noise levels above a certain amount of decibels (I can't remember how many) isn't allowed, but I do know this level is quite high and probably above that made by a dog. Also, it appears that the law doesn't class balconies, terraces or yards/gardens as 'outside' which means a dog barking in any of these places is perfectly acceptable as the dog is technically 'indoors'. No, I don't understand how that can be either and maybe I'm wrong but that's the explanation I've been given. I'd love to report over half a dozen of my neighbours over the noise of their dogs but I don't have the law on my side so it's not really worth falling out with them all.

Where are all these noisy properties situated by the way? We stay in a villa in La Fustera where we can almost cut the silence, the area is regularly patrolled by the Guarda and the local police, the villa cost circa €600,000 and is one of the cheapies, perhaps the more you spend, the more you get in services. We look forward to a local farmer/goathearder moving his heard around, the sound of the bells is very soothing, and when the guy next door dog barks it's no great shakes, there is usually some gypsy casing the area for scrap.
