Whoever owns the car on January 1st is responsible for the road fund payment. It is usually paid around March. to May time but ours in Valencia region were late this year and we have until the first week in June to pay. Mine was taken out by direct debit on 10th May which is rather later than last year.
I think you have to check with the town hall in your area.

In Mijas you have until late October early November to pay it without a fine/surcharge
Edited to say
If this year is the same as previous ones.

Hi, yes as mariedav said, whoever owns the car as at 1st Jan every year owes the road tax, by that, whose name is on the permiso de circulacion (log bog). You are right to assume that the road tax runs from Jan to Dec each year, If you buy a second hand car privately mid year, make sure its taxed. If you buy from a reputable dealer they will deal with it

If you send an e mail to your town hall requesting payment of car tax and give them details of the vehicle and yourself they will usually respond with a form that you can take to any of the nominated banks to pay the tax. The bank will also set up a direct debit for the following year.

That the circulation tax has been paid is part of the registration process.
A vehicle cannot be registered in a person’s name unless the tax has been paid.
