Spike Most apartment blocks have a central room where all the water meters are installed. The meter will, almost certainly, have a stopcock. Also quite often, although not always, apartments will have a main stopcock inside the apartment or located just outside (in addition to a stopcock on each supply, i.e to the sink, toilet etc.)
Recently my son was having a new bathroom installed in his apartment. The plumber could not find the stopcock. It was eventually found inside a built in wardrobe in a bedroom. So you may have to search.
