If you commit a driving offence abroad, whether civil or criminal, will the penalty follow you home?

Lot of talk about this subject recently on the forum. I've just found this piece by the uk's AA and it makes interesting reading. As I suspected the UK has only this year signed up to the exchange of information regarding motoring offences and is unlikely to be fully operational until 2017 - those receiving fines up to now (for parking speeding etc) have been caught up by debt collectors
