EXTRA TAXES TO COMPENSATE THE JUNTA?

Has anyone any information that might shed light on a 'demand' for extra taxes of over 500 euros described as "because the Junta de Andalucia considers that the value of your property is higher than the value that appears on the title deeds" The property mentioned is a new apartment bought off-plan in 2003 and completed in Jan 2008 hence the value on the deeds is the actual sale price - or am I missing something?? The total cost was 240.000 whereas the Junta has decided its value is 290.000 - if only!
Is this a query for Maria del Castro or have we missed some key legislation that allows the Junta to re-value property as & when it suits to raise extra 'taxes'

By any chance did you pay black money to your builder ? Sounds as if you didn't, as you said "the value on the deeds is the actual sale price" This message was last edited by morerosado on 8/5/2008.

No, no black money; a straightforward completion; paid the balance of the contract purchase price. The title deeds and the contract show the same value 240.000 but " for the Junta (surveyor) the value is 290.000" as per the message from our lawyer. This is not our first purchase in Spain but this extra tax - "compensation" is a first. Is this legal???

I would need to see the papers from Junta de Andalucia to verify if what they did is legal.
