Just got an e-mail from Iberdrola.
Looks like they will send further e-mail, to allow people to access and print a voucher, which can be exchanged for light bulbs at your nearest 'post Office.
Good idea!!!!
It translates as:
The Ministry of Industry, Tourism and Commerce has launched an initiative to promote the use of energy saving light bulbs in Spanish homes. Use these bulbs poses a significant energy savings because they consume 80% less than conventional ones and last between 6 and 8 times more.

Soon receive a similar notification, liaison with other relevant information and to access and print a bar-coded voucher to be exchanged for an energy saving light bulbs in the post office nearest you, for free.

Has the Spanish government got recycling facilities for these bulbs which they have now found are a health hazard when broken.
