Yes that is exactly the way that the authorities here work, even the town hall. They do what they think, whenever they like, and leave you to argue your way out of it if they are wrong.
Agencies in Valencia have always had to register, themselves and the properties. Now the situation has changed because the details have to be published on all promotional material. My website is well placed for local keywords and I know that I will be one of the first inspected. I don't want a red face so I am putting the details onto every rental property.
I also have to insist that collaboratiing agencies and tour operators do the same, also that my villa owners who rent directly also do it. This is no big deal for me because they are all registered anyway.
We have discussed at length the wording of the law. You say that, according to the way it is written, the owner of a single property does not have to register. I must bow to your better judgement here and have to agree but only partly. I know that their intentions were that they did expect them to register. Otherwise they had no reason to change the law because, apart from this, it is virtually the same as the old law. The wording is certaily ambiguous and I cannot understand how they could make a mistake like that. Spanish is not my natural language but the opinion of others is around 50/50. Perhaps we shoul look at the Valenciano text as well to see if it has the same ambiguity.
Consequently can we say that the opinion, yours and mine, is that it is probably best for all owners to register? As you say it is no big deal, it costs nothing and avoids a lot of hassle.
