You don't apply for the habitation licence. This is something that the developer does once the building work is finished and all the streetlights etc are in place. The developer applies to the Town Hall - Torre Pacheco for San Cayetano - and then everyone waits a very long time until the licence is issued by the Town Hall.
The LPO for Block 6 Bungalows and Penthouses was applied for at the end of March 2008 and acknowledged by the Town Hall in early April 2008 but still no sign of the actual licence. There are, allegedly, 'extraordinary delays' being suffered in the issue of licences from Torre Pacheco this year. The inspector called in June 2008 and pointed out a couple of things that needed sorting out. After these have been put right the inspector has to re-inspect before the licence can be issued.
If you complete before the LPO is issued you will be on builder's water and electricity. Only when you have the LPO for your property can you contract mains electricity and water.
Generally, people are advised by
independent solicitors not to complete until the LPO is issued.
