Good to have you involved here.
We've spoken to you a couple of times about the incredible lack of communication from the administrator and you have also commented on that. We now see that you have been "battling" this one for some time.
For our part we see communication between owners and community as the most pressing issue. (see our thread on Next Community Meeting).
In this age of blogs, threads etc, surely a way forward would be to have an "official" blog for notices so that any owner, at any time ,can log on and see what meetings are planned so they can decide what actions THEY need to take. We can't complain about owner's lack of involvement if they are not adequately informed. Obviously this would need to be in Spanish and probably English (most international language) as we suspect that maybe 50%+ owners are non-Spanish. But the owners decide that - NOT the administrator!
Our specific interest in non-bugeted spending is to ensure that the controls are there to ensure that the "communal buffer" is adequate and used appropriately. Not just in these times of financial crisis but always. If the president & committee have no controls then there is a future risk of funds being used inappropriately. Nothing personal just due diligence - this is the business side of joint ownership and should be treated as such. Get it right and everyone can relax about it.
The positive aspect of all this, is that these issues have arisen now, whilst the community is new and we have enough intelligent people to address them in a way that everyone feels "safe" that their assets and community are in good shape.
There are so many community horror stories on other parts of this site - surely with some care and consultation we can avoid all that?
