I presume Polaris still hold a key to your apartment as the electricity meter company require access to your apartment for access to the main electricty box. You will also be able to tell if they have connected you to the main grid if you check your meter box on the roadside. You will also see a debit on your bank account for the water company and the electrcity company (Iberdrola but can't remember the water company name at the moment). Its hard to say when the usage amounts start coming out of your account as it can vary.
Sorry if this is not very helpful but I am sure someone can give you more details

When the water company take money from your accoun you will see the name Urbaser. Apparently this is taken every two months as opposed to the electricity which is every month. The initial, large, payment is for the connection charge.

Perhaps you could contact customer services and ask them the same question. Does anyone do keyholding for you? I don't think there is much point in contacting the electricity company as most people appear to have problems if they telephone them as they aparently do not speak english. Sorry I can't be more helpful.
