You need to have a Spanish bank account to set up a direct debit with the Ayuntamiento (town hall) of Alhama.
If you are coming to Condado, you can just go to the following address and set it up directly with them.

If you are in England and want to do it directly from there, I have prepared a form to do it. I do not know how to attached it to this message so just tell me and I will sent it to you. I've also post it here http://www.polaris-world-forum.org.uk/download/file.php?id=187&mode=view so you might be able to download it.
You just need to print the form, fill it in and sent it by fax to the Ayuntamiento de Alhama +34 968 633 643 or email it to catastro.alhama@asirec.es . Don't forget to put your NIE number, the 20 digits of the bank account and sign the form. If the property is in the name of more than one person (married couples, etc) you will need to sent one form for each co-owner.
If you have already receive a letter to pay this year, you won't be able to do the DD for this specific one. You will have to pay in a bank directly in Spain as per instructions in the letter received, or if you are in England through a bank transfer to the following bank of the Ayuntamiento de Alhama.

Let me add....
When I was there end of August, I tried to pay the invoice that was in the post box at the bank. Unfortunately, there is a limited time window on the IBI invoice in which you can pay at the bank, and this has passed. As per below, you then have to go to the town hall office where you can pay it by cash, and set up the DD for 2010. You get given a set of forms to take into your bank, and that is the job done!
The only difficult bit was finding the right office in Alhama, once there, it was a doddle! Remember that dual owners need to pay separately.
Now just the non-residents tax to sort. I have the forms filled in but missing the stamps - having problems getting tax registration! Who'd have thought it to be this difficult to give your money away???

Hi Fozzie,
You are absolutely right. The payment has to be made on the time arranged by the Ayuntamiento de Alhama, so if it has expired you need to get in contact with ASIREC by email (if you are not in Condado) and they will sent a new bill to pay (I do not know if Alhama will include a litlle penalty charge for not paying on time). In Talavera they will charge you extra.
In relation to the Non residence tax....are you talking about the form 210? I do not understand what you say about the stamps. I believe if you download the form from Hacienda and fill it in, it will create a document with a bar code that you can pay directly in any bank in Spain. But I am not an expert, let me know and I will find out.

More info on taxation for a non resident property owners in Spain:
Taxation of Property Income: Non-resident property owners must pay income tax at a flat rate of 24% on any income arising from letting a property. No allowance is made for expenses incurred against the letting income.
(Still my question is: how do they know if you rent your apartment getting paid in England and paying taxes there???? There is no way. and If you pay, will it be a double taxation?)
Income Tax:If your property is not let, then you must still pay tax at 24% on the “deemed” letting income. This is usually calculated as being 1.1% on the rateable value of your property (valor catastral). The "Valor Catastral" can be found on the IBI form, and has nothing to do with the price you pay for the property or the value in the deeds. If you ever sell the apartment the "valor catastral" is not aplicable, only a proper valuation will estimate your property value.
So wether you rent or not, you live there or not.....you still have to pay taxes to Hacienda in Spain. My husband, who is a non-resident also, went mad more than once because of the Spanish bureocracy!!!!!

never received the invoice but as a result of this post I contacted Townhall just to find out that it was due in June!!
Anyway they let me make an electronic transfer.
Be careful if you haven't seen an invoice it is best to double check by sending them an e-mail. Ignorance is not an excuse and they will fine you. I know that from my experience with Mazarron townhall. Don't rely on th einvoices as they often get delivered to the wrong postboxes. Correos is worse that Royal mail believe it or not!!!

IBI
The IBI is the "Impuesto sobre Bienes Inmuebles", which could be translated as "property tax". It is the nearest Spanish equivalent to the Council Tax that exists in the UK. It is a local tax paid annually to the Town Council (Alhama de Murcia) where the property is situated. Although the tax demand is often sent to you through the post there is no obligation on the Council to do so and it remains your responsibility to request from the Council the tax demand and pay it in the time limits established.

If you do not pay the IBI Tax, the Council Hall can take the payment directly fro your bank account+related late fees and ultimately (in the worst case escenario).it is possible that the property could become the subject of a charge registerable at the Land Registry in favour of the taxing authority. That's why I thought it was so important to find the right information on how to set up the DD so you won't have any problem in the future. My hope is that many people benefit from the information.
In my main house in Spain, which I bought in 2004, took two years for them to sent a sign for letter in 2006 remind us of the payment. It was in my husband name, who is a non residence, so I was not given the letter and I did not give it any importance. In 2007, checking my husband's non residence bank statements, it was a message saying they were keeping hold of 520 euros in the name of "retencion impuestos" . I did not understand, and then 15 days later they charged the full amount and the concept was "IBI-ayuntamiento de pepino" so I realised it was the council tax. I had pay also late fees.
Marius: I agree with you, Correos is really bad in Spain. Never got a letter lost from Royal Mail in England, I cannot say the same for Correos!!!!!!

When we asked our solicitor about this tax, she rang the town hall and they told her that all the invoices had been sent to Polaris. When we asked at Customer services, they told us that they used to recieve and pass them on but not anymore. The town hall faxed copies through to our solicitor who then sorted it for us. So I think the moral of the story is, contact the town hall to be sure of what's happening

I can't remembefr but I do know that it is due at thesame time every year, has to be paid by some date in June, otherwise small fines are implemented. We completed November last year, and had to pay this so I guess the answer is no.
I think the one you are talking about is the one that Maria refers to earlier, which is the form 210 one? I think that one depends on when you completed, think that is due in December? Ours was just a minimum sum this time, again our solicitor looked after it.

I completed on November 2008, really almost end of the fiscal year, the town hall did not ask me to pay IBI in 2008. The first one was for this year 2009, altogether for me and my husband 90,94 euros. The voluntary period to pay 4/05/2009 to 06/07/2009 so it means if you do not pay by this date, you need to email the town hall, and they will sent you a new bill (which will include small late fees). Once you received the "payment form" if you are in Spain you can make the payment directly in the followin banks: CAM, Cajamar, Caja Murcia, La Caixa, Banco de Valencia, BBVA and Banco de Santander. If you ask in the bank they will also set up a DD for the council tax to be paid on time every year.
If you are in England, you can pay as per my previous information, to the bank account the town hall provide me, and then fax to them the DD form and you won't have to worried ever again. From 2010 they will charge you the same amount every year during the voluntary period (May to June).

Hi everyone,
Thanks for your replies. We completed in Feb this year and I have a feeling that I read somewhere that we won't get a bill until next year. However, I've just e mailed them to make absolutely sure. I didn't realise that it was due at the smae time every year. You're right June, I am mixing it up with the non resident tax which we'll have to pay in Feb but our solicitor is going to sort that out for us.

Just received an e mail from "Castro Alhama" informing me that we do not have to pay this year, but a payment will be due May-Jul 2010. That's another bit of good news!!
