Horizontal Property Law

Does anyone know how 'Horizontal Property law' works in respect to the collection of unpaid dues by non payers of the service charge?

We're on phase 1 and from the accounts just received it looks like approx 30% are not paying.

There is a very good book available called "You and the Law in Spain" where you will find all the information you need regarding this subject.

It's not that easy reading, but better to get it straight from source than a second hand version of someone elses interpretation.
