Noticed the similar potential for flooding on the upper balcony whilst staying in a friends penthouse, cleared the accumulated 'mud' and seedlings, problem solved. But, and a big but, the water draining from the downcomer left a trail of damp on the outside wall of the sitting/dining room causing internal plaster to bulge even to below the patio doors to the lower balcony. I see quite a few people have trimmed the drainage spout from balconies then installed hoppers and downcomers to overcome this problem. A design fault maybe?
