Outside front door light and door bell

Could anyone tell me who I would have to get in touch with regarding our front door light not working (never has), and the front door bell. (never worked either).  We are on Phase 3b.  We were told it would probably be housing we would have to get in touch with?   Anyone have any numbers that we can contact etc, and who to speak too?

I suspect doorbell may be yours but door light could be community but may be just bulb.

Deffo not bulb in outside light, but thanks.  Will find out who Administrator /President are, thanks.
