Not many outside investors will want to put lots of money into Spain at the moment (100 billion euros reportedly taken out of Spain in the 1st 3 months of this year) so it's difficult for Samper. Maybe the La Verdad article was an attempt to put pressure on the government (local/regional) to help by guaranteeing loans etc and sounds like they are now looking into what they can do despite all the cutbacks they are implementing on public services. Politics.
