Can anyone tell me more about Costs certification for no residents?
We had to pay our bank 2 x 21,78 for those costs (for Chris and me). Is this a yearly amount we have to pay?
It seems to be a new law by the European Union for non residents and has to do with not paying income or wealth tax in Spain?
At least that's what I can find on the internet.

But I'm speaking of proof being no resident. We signed at the bank with the contract that we were no resident, so they have to make a certificate declaring that you are no resident every year or whatever?
The banks are obligated by the EU to give information about banking accounts of residents.
The government will be sure you are no resident because if you are you are avoiding tax.
Incredible, because as far as I know, many real residents are not paying any tax, so it would be better to force their real residents.
Because I think when they all pay their tax Spain will be out of trouble soon.

Hi Corrie
The Bank will send you automatically every 2 YEARS a Form to be completed and signed buy you and your Wife as your Bank Account is styled Non-Resident. If you have a Resident bank Account these Forms do not apply. If you click on the link in my original Reply,you will see what I am talking about.

As part of the tightening up of tax rules throughout the EU, banks are increasingly requiring new documentation to prove that their clients are not actually resident for tax purposes in Spain. NIE certificates are also now only valid for three months, even though the number itself is always valid. After three months, one has to declare oneself as either resident or non-resident for tax purposes, and get either a Certificado de Registro (green certificate) or a Certificado No-Residente (non-resident certificate), which is what the banks will now require to avoid embargoes being placed on foreigners’ non-resident accounts in Spain: the non-resident Certificates will need to be submitted every three years.
Many banks do this automatically on your behalf from an authorization you give them, often without knowing it, when you first open the account. They charge around €25 each time they resubmit it. It is essential that you check with your bank whether this is an automatic process, or whether you need to give a new authorization for it to be done on your behalf, or whether you need to apply on your own behalf, as is sometimes the case.
If you have to apply for yourself, the application procedure for a Certificado No Residente is very similar to the one for NIEs. One has to get an application form and modelo from the Comisaria in Playa de las Américas to go to the bank to pay the tasa, then return to police station, get a number, hand in the application, and then return in two to three days to collect it.
It’s quite logical, in a way. Once the three months of your NIE certificate are up, you have to get one certificate or the other, a Registro or “No-Residente”. Registros are issued while you wait, though non-resident certificates, like NIEs, are issued a few days after application.

Yes,I also had a problem with my Bank Account. I did not change it over when I became a Fiscal Resident. I,too received once of these forms wherein it asks you to confirm that you spend less than 183 Days a year in Spain. As I permantly reside in Spain, I had to change to a Resident Bank Account. Now I have no problems at all.

I have more than one account with different banks and they all hit me with these non res charges every 2 years. Another scam. Surely once one bank has registered you, you shouldn't have to pay again and again with all of the others.

In Holland all accounts regarding tax are linked, I guess in GB too, but in Spain?
The banks in Spain are obligated to declare whether you are a resident or not, so all banks will charge you I guess, because they all have to fill in the forms declaring you are no resident?
If this amount is every 2 years it's to do, because I understood every 3 months?

I believe it is obligatory for the banks to make a declaration of resident status of account holders to the Spanish tax authorities. My bank does this for me, currently every two years, and charges a flat fee for this service. I have been making this declaration since 2008 when we opened a bank account in Spain.
If you want to do the declaration by yourself, the form is very simple to complete with only a few entries to be dealt with.

Maybe we've paid this before too Jenx, I never noticed this.
But for about 44 euros for Chris and me I think its fine.
And you are right, the bank is obligated to declare to the tax about non residents.

Sorry Corrie - yes our Spanish bank does charge us 46.80 for the 2 of us. I was refering to the fact that we don't have to pay for having a bank account in the UK
