I do not live on Condado but on another Polaris resort at Terrazas de la Torre.
I have changed my meter and it certainly wasn't a problem. I went into my Iberdrola Office at Torre Pacheco one day and they changed it the next day. I cannot remember the exact charge but think it was 20-30 euros which they charged on the next bill. It doesn't take long and is just a question of changing the meters which I think just plug in and out and they just get the key to the meter cupboard from our security.
I have just had my bill for the last two months when the apartment was occupied for 5-6 weeks and the breakdown is as follows:

Unlike in the UK the daytime rate only runs from 12.00 to 22.00 in the summer and winter 13.00 to 23.00.
So we try to make sure we only use the water heater, washing machine and air conditioning/heating outside these times.
