£22 per applicant, in cash as they do not accept any other form of payment. We went without an appointment and were dealt with no problem. I have tried ringing the consulate but found it difficult to get past the automatic stuff.
Have a read regarding what you need to take, they are really quite helpful in Manchester.

Takes approx 3 months for the certificate to come through, We had ours sent to an address in Spain but I understand you can have them sent to your home address.

We applied in London in August and were not asked for any money either.  We asked for the completed details to be sent to our solicitor in Spain.

Received word last week the NIE Certificates are with the solicitor so it took about 3 months and it was free.  As I said before we took our forms to the Spanish consulate in London.

We went to Manchester, our local Consulate, on 3rd December. Our NIE certificates dropped through our door here in England on 12th January, and we weren't asked for any money either . Definately the way to do it .

Gorwish,

This website tell you how to fill out the form and how to download them:

 http://www.idealspain.com/Pages/Information/MovingToSpain.htm

You will need 2 passport photos, a copy of your passport (brought  2 only needed 1) , your actual passport, a copy of why you need the NIE, 2 copies of the application form and a self-addressed envevope!  The lady I dealt with took the info, stamped one of the application forms and gave it back to me for my records and bobs your uncle.  No appointment required, whole thing took about 30 mins.

There are no fees and embassies are normally closed at weekend.
