Hi Sue and Dave,
We have had on 27th the first payment for the painting funds for CDA. It is 15.00 euros. For some mistake, some accounts had been charged twice for the same thing. Mileniun has sent an email explaining it.
I guess that was it. Below copy of the email from Mileniun:
"PAINTING FEE DEBITED TWICE
Dear owners:
Due to a problema occurred in the bank office who managed the direct debits issued for the painting fund approved in the las t AGM, in some cases it was debited twice.
We recommend you to check your bank statement. If it is your case, you can reject the second debit online from the web page of your bank, or you can keep that money as payment in advance for the next scheduled payment.
In case you decide to keep the money as payment in advance, please email us to
in order to register it.
We are pleased to confirm that the direct debits fines have been afforded by the bank so there is no cost for the Resort."

Hi Thanks for your reply, I contacted Milenium and they confirmed this. What they can't tell me is how much is it for the painting and how many direct debits will there be ?

Basically there is no end date on this payment. The explanation for these fees and the work expected are written on the MoM of the AGM sent by Mileniun.
The debits of 15.00 will be taken quaterly, per property, and end of this year the most urgent areas will start to be painted. As the funds grow, more areas will be painted until eventually in X years all the resort is painted.

"The deadline to paint all the resorts would be from this year and during the next 3/4 years.
So it would be a unique background of painting, with the contribution of 15 euro/owner quarterly during 2015. The bill would revolve independently of the quota. The first bill will be deducted in the last week of February. All amounts claiming from Polaris would go to this Fund, amounts that are above the 250,000 euros, and can be recovered in 2015-2016.
The idea is that the Fund receives the maximum contributions by the complex and that it represents a lower contribution from the owners.
And at the next Assembly of 2016 we will see how much is suitable provided by each owner in the background and thus during the next few years.
In the fourth year the contributions would be by coefficient, i.e., the difference to the amount of the cost provided per property, whereas there are two three types, villa jana, jardines-naranjos and penthouse.
In order to get the best price, more quotes will be required. In this point, the administation will inform to all owners so those with a painting Company can contact the Administration to have the Architect Glossary of terms and produce an offer to be included in the tender.
Possibly, the painting will be starting by September 2015. "

Every cent we pay in community fees is subsidising the non payers. Thats a seperate serious problem
15 Euros per quarter is only 60 euros per year. That really isnt going to go very far painting the whole resort even if every single property paid up.
Take a walk around the resort. While its coming on leaps and bounds interms of properties being sold, the place is desperate for some serious maintainance work. The resort is starting to look shabby and whilst some owners are painting, filling cracks and repairing walls, the apartments that arent having any attention whilst owners wait for the community to paint them, are making the estate looks like its maintained on a piece-meal basis
Its our resort. Its up to every owner to maintain their own apartment to a certain standard or pay up and have the community maintain it properly.
Forget what Polaris said about painting the resort every 3 years. They are long gone. We havent been paying enough in community fees to maintain the whole estate from day one. We now need to remedy that problem quickly, by investing money in our properties.

Correct Onecall! But there will be other monies going into the "painting pot" beside the 15 euros a quarter which will boost the pot sufficiently to commence painting towards October this year..
Roadster! the none payers WILL be paying for the painting, it will take a little while longer to get it though, there have been recoveries from none payers, some in repayment planswhere they pay monthly arrears off and others have had assests seized.. The resort is actively chasing debtors and squeezing them as much as the law will allow..
Other 1 line none factual comments I wont bother responding too..

Good to know that debts are being recovered. While I feel sympathy for those that are suffering genuine hardship, it is those that just deliberately avoid paying but still manage to get out to CDA and enjoy holidays that really annoy the majority who pay everything as we should. Not sure how many fall into this category but it would be interesting to know.

Bilbo you're right, it does rankle when owners simply ignore their responsibilities. So, why can't the community deny access to these people, whilst allowing entry to those who have plans in place to pay off their debts? I suppose someone will come back to say it's unconstitutional or something similar. And.......name and shame as far as I'm concerned.

It annoys the crap outta of everyone who does pay their way Keeve and Bilbo your right there..
There are measures being taken to restrict as much as possible for the P!SS takers, including no internet and foreign TV channels in their respective apartments, no free medical care in July and August when that starts, having to constantly give details to security at the gate on entry ( We cannot by law stop them accessing the site alltogther but I would like too).
Looking at restricting pool access in the future as well for none payers.
We cant NOT paint their apartments or cut hedges etc as this would have a detrimental effect to other responsible owners, ie: it would devalue properties on the resort which is bad long term.
They are being vigourously persued for outstanding monies due and they WILL pay in the end...
I would like to paint their apartments RED or put a bubonic plague cross on their door but cant HAHAHA

If the none payers units were not painted, would it possibly focus their minds in respect of them looking inferior to those who's owners have paid, and everyone knowing about it?

I noticed a couple of stickers stating debtors in Spanish and English on apartment gates whilst walking around the resort last week. Every debtor was listed in the AGM minutes so the info is available for all to see.
