We completed on our appartment in block 7 manzana 3 last june. We have just returned after a lovely two week holiday. We have been worried about the licence's and illegal building issues but took the long term view that things would get sorted eventually. i am really glad we did rather than wait. We have seen a great deal of activity this holiday, many spanish families have moved in, other appartments are rented out. i counted 15 cars in the underground car park with another 5 up top. Yes the place isn't full but things are moving on.
We went to las chapas town hall to see the town plan and yes it seems La reserva is included as an urbinisation. i think it will still be months before licenses are issued regardless of what people in the office say. The junta andalucia still has to rubber stamp the plan and the people of marbella have to have there say, so if you are holding out for the paper work you may have a long wait. in the mean time you could be enjoying your appartment.
We can report that the place is very tidy, we have seen gardners working every day, and the place looks cared for.
