To let you know in case you need assistance, we now have the capability through the business to offer help with the following services......and if anyone has experienced it, you'll understand the need for help !!!
N.I.E's, - Residencias - Padron - Vehicle Transfers & Documentation - Number Plate Changes - Social Security - Medical (E106, EHIC etc) - Interpretation / Translation - Policia matters - Employment - Business Registration - Accountancy - Spanish Lessons & Schooling.
For example, just to obtain a Residencia in Orihuela Costa (each region differs), you need to undertake the following:
- turn up at 7am,queue for 2hrs until they open, to tell them what you need and obtain an appointment for 2 days later to submit the correct documentation. For appointment booking, you only have 1hr window thus the reason to queue to early.
- return two days later with all the correct paperwork - queue, go through the process, paperwork stamped, new appointment arranged to collect Residencia
- 1 week, return - queue, collect Residencia
Once you have that, you can apply for your Padron !!!!!

Pleased to see you are working hard and getting things moving.
However, are you sure you need a residencia to obtain a padron. Could be a new thing but normally you need and NIE and a resident address to obtain a Padron.

I've just got my Residencia (yesterday) and I've definately got to have it before I can apply from my Padron. The law was changed recently, it used to be the other way around, Padron before Residencia.. and it does differ for each area. So I'm off a week on Friday to get my Padron and then I'll have the full set
Darren's right in that its tricky and as my Spanish is quite poor still I needed some help at the town hall. There are forms to fill in in Spanish and appointments to be made along with the general questions that I had. So the help was essential.

Yeah, as Rachel says, it does differ with different Regions, for example, they queue on the Orihuela Costa from 07:00am, yet in Elche, believe it or not, they queue from 3:00am. Has to be done, again many offices open for longer, this one here, just 1 hour to make your appointment date. NIGHTMARE but the coffee shop does open at 8am so at least you can get a warm drink.
As an aside, we plan to be up on site in Jumilla next Friday (14th) having a meeting with Ian, be nice to meet up again for a brew somewhere if you are available !

Rachel - Hope you are settling into life here fairly easily.
On the subject of the Residentia/Padron
Cant see how that will work if its a new system.
You would need a Padron to say buy a car, pay the Spanish equivalent of rates, to get your electricity supply connected and other utilities but for those buying a holiday home or buying for rental purposes, they may not wish to become Spanish residents as they may not be living here on a permanent basis. So how does it work?
Previously you needed to show that you had a permanent address in Spain which allowed you obtain a Padron (Empadronimiento). This was also why it was important to get the Habitation Licence on your property before moving. Without it you could not obtain a Padron as the property was not legally recognised by the Ayuntamiento that issued the Padron so that would mean that people who have, for arguments sake, holiday homes and are resident in the UK,they would not be able to obtain a padron and therefore would not be able to have their utilities connected or be able to pay the yearly rates on the property. Perhaps its a different type of Residentia.
Darren. Will see what we can do. Do you know roughly what time you will be around? (theres a lot of snow around so we may buzz off to Sierra Nevada for a couple of days).

I agree Cesc is better looking then Henry you now get a certificate of residencia not a card as you would have done I a almost sure D,M&R bought thier car with only NIE numbers though they will fill you in on this
What about making the pilgrimage to Jumilla a monthly event ?

Packing almost done it is being collected from here on 12th so will be in Spain long before us it's like being in a holiday home now no persoanl touches about the place Dave has seen to that !!!

Told you it was confusing with regards to regions !!!!
I agree if people are only buying to let then they have no need for Pardons etc, those planning on a more permanent future on here will need to go to the various districts and see what their individual procedures are.....ours is as we say, Residencia then Padron however, San Jose did have to provide us with a utility bill to prove our accommodation (albeit not permenent) which the Ayuntamiento in Orihuela Costa said was sufficient to grant the paperwork....and you are correct in saying regarding buying a car, some garages ask for the full compliment of paperwork where some don't and just ask for NIE, rental agreement and passport, but I also believe the law has changed this last month regarding that as well.
Similar to the post on driving, if you plan to live here, best to get all the paperwork squared away for piece of mind.
It's not easy !!!!!

Done some more digging, the laws regarding the Padron and Residentia changed as of Jan 2nd 2008 and now means you have to obtain the Residencia prior to getting a Padron...the reason......
A lot of UK property owners in Spain were obtaining a Padron which goes towards obtaining health services over here (E106 validation etc), yet never obtained Residentia, basically, they lived in UK and rented out property in Spain, and when over here, were covered by the health service (and also UK). To counter-act this, the Spanish Government now insist that you have to be in residence to obtain cover for their health system. You still need the Padron etc for rates / tax and if you are renting, you will need the services of an Accountant to fill in tax-forms for the properties, and obviously, the rate is higher than that of a resident (even I'm getting confused now !!! ;-) ) certificate of habitation / deeds will get the utilities connected.....again, so I believe!
Some car sales do require the Residencia and Padron, some don't.....you take your chances and luck basically.
Changes every week so watch this space !
