The intercoms do work, I showed Ken how to use his when I was over in April. You do not use all of the digits, you have block, and property number. So for example if you were in block 8 and property 23, the code would be 823.

To confirm Noreens post, there were three workers going around the site confirming the phones. One man was stationed on the small pedestrian gate (next to the main vehicle gate) and the other two were going round plugging in the phone to the boxes at the bottom of the stairs. Ours rang once.

Ours rang once too & nearly frightened the life out of me, it was so totally unexpected.
The person, who was obviously at the gate could only speak Spanish & I can only speak Spanish if I take about half an hour to work out what I want to say so our conversation was extremely short. I think he said something like he was testing to see if I could hear his voice.
At least they are working. One less thing on the list

Regarding the number to dial, Teo or Theo showed me when I tested ours and although it says in the book "0101" as block 1 apt 1, you do miss off the zero so block 1 apt 1 would be "101" or block 1 apt 12 would be "112"
It did work.
Hope this helps.
