Does Spanish law state we have to have an Administrator, Also what type of insurance is the legal minimum. We are a small community of 60 with one swimming pool and no other shared facilities.

The role of administrator can be carried out by the same person as president, or another owner - doesn't have to be a professionally qualified administrator. If (big if) you can find a decent one though, it can be useful at times to have a neutral member of the governing body, i.e. someone who deosn't actually own a property in the community. Not sure about minimum legal requirement for insurance, don't think the Horizontal Law actually covers this, but I imagine at least third party liability would be essential.
