We are in Alicante and at the early stages of setting up a casa rural too. We've been talking with our town hall who are locating all the relevant information for us in regards to becoming legal, including the check list of everything we need to do. It's definitiely going to be a thorough process! I will let you know what we find out. We've been told one of our issue is going to be our old style cesspit/hole in the ground as it doesn't meet regualtions. Not sure how much hassle it'll be getting one installed?!
In regards to your landline problem Aytch. We're looking at buying a Skype landline number for our bookings which can connect calls through your mobile. Would this be an acceptable landline number? Failing that we have a satallite internet provider called Aireworld/Cableworld who offer landlines and internet connections for rural areas...maybe they cover your area?

Concerning landline, there is an offer from Vodafone for 4G internet with 50GB, and a "landline"

Hoorah - solved landline issue ..... movistar have set me up with radio internet and it comes with a landline :)
